Raj Salwan becomes Fremont’s first Indian American Mayor
Son of immigrant parents from India “committed to giving back to the community that has given him so much”

Raj Salwan made history as Fremont’s first Indian American mayor as he was sworn in by his father at a ceremony at City Hall, marking a major milestone for the diverse Northern California city.
Salwan’s mother, wife, and other family members attended the Dec 10 ceremony watched by a packed hall of Indian Americans and local supporters. Reflecting on his family’s immigrant journey, Salwan vowed to address pressing city challenges while building on Fremont’s legacy of resilience and progress.

“Fremont is a city built of hope and hard work, defined by its people’s resilience and determination to create a brighter future,” Salwan said in his inaugural mayoral address. “I’m humbled by this trust you have placed in me and profoundly grateful for the journey that has brought me to this moment.”
Winning 47% votes two time vice mayor Salwan defeated three rivals — former Councilman Vinnie Bacon (31%) Rohan Marfatia (11.8%) and Hui Ng (9.8%) — in the Nov 5 election to replace Lily Mei terming out after two four-year terms.
Salwan’s campaign emphasized key issues such as homelessness, public safety, traffic solutions, infrastructure improvements, and climate change. He received widespread endorsements from labor groups and business leaders across the region.
With over eight years of experience on the Fremont City Council, Salwan is no stranger to local governance. He first joined the council in 2013, gaining recognition for his active involvement in key city initiatives. His tenure has solidified his reputation as a dedicated public servant committed to addressing the needs of Fremont’s residents.
Salwan who grew up in Fremont has previously served as a Human Relations Commissioner, Planning Commissioner, Fremont Councilmember, Vice Mayor, and now, as the first Indian-American elected Mayor of Fremont. He has been serving in city government in various capacities for over 18 years.
“Salwan is proud to have achieved the American dream, and he is committed to giving back to the community that has given him so much,” according to his official profile. “His goal is to make Fremont an even better place to live, work, and raise families.”
Salwan is the representative for the City of Fremont on the Alameda County Transportation Commission. Additionally, he serves as the First Vice Chairperson for the California League of Cities East Bay Division, which includes Alameda and Contra Costa Counties.
He has also contributed extensively to local commissions, non-profit boards, and regional agencies. His leadership as a subcommittee member of the joint City Council-School District Liaison Committee has supported the continued success of Fremont schools.
Salwan, according to his profile, is committed to fostering a Fremont that embraces progress while preserving its rich cultural heritage and sense of community. He envisions a diverse city with cutting-edge infrastructure, greater housing affordability, expanded public safety resources, and thriving local businesses.
Salwan, it says, is dedicated to making Fremont a model for sustainability and innovation, with enhanced parks and recreational opportunities, improved transportation systems, and vibrant community programs for all ages.
Salwan studied Biological Sciences at the University of California, Irvine, before earning his Doctor of Veterinary Medicine degree from the Tuskegee University School of Veterinary Medicine.
